Exchange Unified Messaging dial plan has no servers

I'm labbing out a Lync and Exchange 2013 environment using the trial versions of Lync and Exchange and while I believe I've figured out the certificate situation, Lync is throwing a 480 Temporarily Unavailable with "Exchange Unified Messaging dial plan has no servers". I've gone over http://technet.microsoft.com/en-us/library/aa996399%28v=exchg.150%29.aspx, but step 3 of adding a CAS and Mailbox server has me confused as I don't have Unified Messaging or UM Service Settings anywhere on the Server page. Is this because it's a licensing thing or am I missing something?
