Cisco Call Manager not accepting redirect SIP URI with FQDN

I've gotten into a standoff with my own telecom group.

We are implementing Exchange 2013 UM with Cisco Call Manager 8.x

The telecom admins have followed the configuration guide from Microsoft but they say it will take a re-install of CUCM to enable FQDN resolution. They have asked us to set Exchange UM to use IP SIP URI routing instead of FQDN..

Now as far as I know that isn't possible..

Am I right or can this be done?
